Kit Digital updates rules for clinics
The BOE and Red.es update Kit Digital rules and grants, affecting electronic invoicing, processes and subsidy planning in clinics.

The Kit Digital Programme, managed by Red.es, continues to aim to finance the digitalisation of SMEs and self-employed professionals with Next Generation EU funds, as part of the Plan for the Digitalisation of SMEs 2021–2025, according to official information published by Red.es and the Government. In parallel, the BOE (Spain’s official gazette) has been incorporating adjustments to the Kit Digital regulatory bases and has published new bases for a separate line of grants focused on advisory services. For private practices and clinics — both corporate entities and self-employed practitioners — these changes mainly affect how to plan eligible investments in management processes and which regulatory references to follow before contracting.
What has changed in the aid framework and where it was published
The BOE published the Orden TDF/39/2026, de 26 de enero, which modifies the regulatory bases approved in 2021 for the Kit Digital Programme, according to the BOE text itself. Among the items cited in that amendment, the BOE mentions adjustments related to processes and electronic invoicing, as well as an update to the Catalogue of Digitalisation Solutions with new categories, according to the same order.
Separately, the BOE published the Orden TDF/436/2024, de 10 de mayo, which approves the regulatory bases to grant aid to SMEs for the hiring of Advisory Services in the field of digital transformation, according to the provision recorded in the BOE.
Regarding the overall fit of Kit Digital, the programme’s official portal indicates it forms part of the Plan for the Digitalisation of SMEs 2021–2025 and has a budget of 3,067 million euros, financed by the European Union through Next Generation EU funds, according to the Kit Digital website (Red.es). La Moncloa also describes the programme as a Government initiative managed by Red.es and linked to the Secretary of State for Digitalisation and Artificial Intelligence, according to its explanatory document.
Who in a private practice is affected: SME, microenterprise or self-employed
These lines of aid are aimed at small and medium-sized enterprises, microenterprises and people in a situation of self-employment, according to the Kit Digital framework described by Red.es and the bases published in the BOE.
In practice, this includes common cases in the private outpatient sector in Spain: clinics organised as companies and healthcare professionals with their own private practice operating as self-employed. The operational implication for the clinic decision-maker is twofold:
Review eligibility and fit with the actual need
Before starting procedures, the clinic must confirm whether its legal and administrative situation fits the definitions and applicable requirements that appear in the specific call and in the regulatory bases published in the BOE. The programme’s public information always refers to management by Red.es and implementation through calls, according to Kit Digital (Red.es) and La Moncloa.
Separate “solutions” from “advisory services”
The BOE differentiates between the programme aimed at digitalisation solutions (Kit Digital) and a line with specific bases for Advisory Services (Orden TDF/436/2024), so the clinic should avoid mixing frameworks: each line has its own call logic and conditions, according to the BOE.
What it means for management: processes, invoicing and evidence
The 2026 amendment to the Kit Digital bases explicitly mentions processes and electronic invoicing, according to the BOE. For a clinic, the practical reading is that the administration and management area should treat these grants as a project with direct impact on:
Internal circuits and management traceability
If the eligible investment is aimed at “processes”, the clinic must identify which administrative circuits it wants to formalise or improve (for example, internal management and document flows), and document that need in accordance with what the bases and calls require, according to the BOE.
Invoicing and associated obligations
With “electronic invoicing” mentioned in the amendment, the clinic must review the exact scope set out in the applicable call (what is funded, conditions and justification), and coordinate the decision with its tax/accounting advisor so as not to assume requirements by inference, since the operational detail depends on what the calls and related guides establish, according to the BOE.
Justification and correct execution
The 2026 amending order also refers to improvements to ensure the “correct execution” of the aid, according to the BOE. For the clinic manager, this translates into a control requirement: before contracting, review execution conditions, deliverables and the retention of evidence required by the programme rules and the call in force.
Where to find calls and how to track the timetable without assuming dates
Red.es centralises Kit Digital information on its official portal, which serves as the programme’s public reference, according to Kit Digital (Red.es). In addition, Acelera pyme (an initiative driven by the Ministry of Industry and Tourism, according to its website) offers a search tool for grants and incentives with updated information on programmes aimed at SMEs.
For clinics, the management recommendation is to use these sources for monitoring, without assuming general dates as if they were fixed deadlines. When in doubt, what is published in the BOE and what appears in the specific call should prevail.
In this regard, La Moncloa has published a reference from the Council of Ministers (22/09/2026) indicating that the processing of an initial call (in that specific announcement) is planned for the second half of 2026 and that the resolution is estimated for the following first half year, depending on the timeframes of Ley 38/2003, according to La Moncloa. For a clinic, this serves as a planning signal but does not replace reading the call when it is published.
How AI fits into the map of public aid related to health
Beyond Kit Digital, Red.es issued a press release announcing new aid worth 180 million euros to boost AI in the business fabric and the health sector, according to Red.es. For private practices, such announcements mean monitoring whether future calls will include private healthcare beneficiaries, under what conditions and with what justification requirements.
Because a press release is not equivalent to regulatory bases or an open call, the practical implication is not to commit to investments assuming funding until the formal framework is published and, where applicable, the call opens, following the usual publicity scheme in the BOE and Red.es channels.
